Clutch weight placement

Quick question for all you clutch gurus. I'm testing out adjustable weights for my clutch. My engagement is 1000 rpm over my target and my top end is 100-200 rpm too low. My engagement is 5000rpm and I want 4000 rpm. My top end rpm is 8300-8400 rpm and I want 8500. Would heavier weight in the heel lower the engagement? And how much weight should I remove from the tip to gain 100-200 rpm on top rpm? Thanks fellas
 

WELL. FIRST THING I WOULD DO IS CHANGE YOUR SPRING IN YOUR PRIMARY, ALTHOUGH YES MORE WEIGHT IN HEEL WOULD DROP IT, BUT MAN 1000 RPM ALOT. FIRST TRY A DIFFERENT SPRING WITH A SOFTER PRE-LOAD. WHERE YA HAVE YOUR TWIST SET AT IN SECONDARY. 3:16 (yammie tony)
