SRX choke plunger spring

I'm in the process of putting the carb assembly back on my 98 SRX, but I am still having problems with my Starter lever sticking full open. I tried spraying some penetrating lubricant around the screw on the lever that operates the plunger arm, but the arm is still too stiff to allow the springs to close the choke. Do the springs need to be replaced? If so, how do you get the plastic piece off of the arm in order to remove the existing spring?

Thanks for your help! I'm chasing down some heavy oil consumption, and I've made use of a bunch of the info and posts here at TY!

Sounds like it just needs a good cleaning, when you remove choke cable you can move plunger arm to see if its gummed up or its the cable sticking. Something is sticking somewhere.
