98 vmax 700 xtc funny idle

Hey guys I finally got to dig into my new toy and i could tell it was only running on 2 cylinders when it was hammerd on .... took the carbs off and cleaned them found out the middle carb the main jet wasnt even in it! it was floating around in the bowl! all 3 pilot jets were plugged shut!! I cleaned them put everything back togather and it pulls good and strong like it should... but it goes into a controlled idle sometimes when you come to a stop and it doesnt seem to idle crisp and smooth like it should does that have something to do with that tor switch? and what is it? I drilled out the can doesn that have any effect?
 
You could bypass the tors switch and see if it helps easy enough. The bored muffler shouldn't make a difference either. Most just run the carb heaters when its really cold or if there is a lot of snow dust to prevent carb icing. I did have my carbs start to freeze up once when it was about 10 degrees and I was following somebody with snow swirling around. I generally haven't had problems either way though.

what rpm does it go into "" controled idle "" after letting off and coming to a stop ??air screw jets should be at turn an ahalf should clean it up on the bottom end
