97 sx 700 feels boggy on the bottom end

I just purchased a 97 sx 700 with 4000 miles on it. The engine was just rebuilt with all oem parts. Previous owner said a crank seal went and it lost a bearing. Anyways it runs really strong over 6000 Rpms however at lower speeds it feels very boggy almost like its getting to much fuel. Once I get up over I'm guessing 6-7000 Rpms it clears up and pulls hard.

I plan on pulling the carbs and verifying jetting and cleaning them up, cleaning and rebuilding the clutches and replacing all the bearings in the suspension and the drive and jack shafts this summer.

Any thoughts would be greatly appreciated.

check carbs,reeds for damage,install reed spacers if it doesn't have any..if it is warm out now and you are jetted rich,it will run a little crappy.Cold weather is the best time to ride it and see how it acts.
