2 wires coming off the carb were disconnected. They were shorted together. Should I reconnect them. Are they the tps?

Those are for your TORS. There should be another 2 just like that coming out of the wiring harness. Someone was having trouble getting the TORS adjusted properly or it was malfuctioning and they by passed it. TORS senses when the throttle lever and the carbs are out of sync and causes the ignition to cut out at about 3K so that you don't have a runaway sled on your hands. A lot of people run it like that and never have a problem. But it's a safety feature, so it's best to have it fixed. Do a search for TORS and there should be lots and lots of info about what is and how to get it working properly.

X2 on TORS, Is this on your 97? Dont think 97 would have had a TPS.

X3 on the tors and the most common problem for tors acting up is the throttle cable too tight
