Can the bands that hold on the heat shields be re used? If so how?

No, they are not reusable. They are actually stainless steel ty wraps made by a company called Panduit.

Make sure that you reinstall them. They are needed to hold heat in the pipe.

Home depot carries large worm gear hose clamps that work perfect.
