It's been about 5 years since I have bow hunted in upper peninsula. Back then doe permits we're readily available, but now they are not. Does the combination license allow me to tag a doe during bow season even if no public or private doe licenses are available?

Yes, you are correct. Combo license will allow you to harvest two does if you wish during archery season. My suggestion would be to tag the doe with the 'restricted' license, the one that says 4 points on one side or more, that way if a 6 point walks in during rifle season, you could still shoot it with the other license.
