When you sit on the sled, is there equal gap or more on one side on the transfer rods set at stock??

The top part of transfer rod has all the gap.
Ideally when a proaction is set up properly with the weight of the rider on the sled there should be equal gap above and below the transfer block. Essentially a little more gap on the top than the bottom.

That sounds like you don't have enough preload but where is the full rate adjuster? It should be in the middle of the sliders which is the middle of the uncoupled travel. This might seem stupid but is the sled on dollies? If it is put it on the ground and try again. These sleds will sag more than they are really set up for if the skid is free to roll backwards. Have you watched the pro action tuning video? That's a good place to start
