Biggest rivets still over rev

I have a2002 vmax 700 and it insists on over reving. First ride it wanted to run 9100 ,now I have the heaviest rivets I can get and it still wants to rev 8700 - 8800. Is there different weights I should try? If so would 89L weights work . I have a set of them and a set of 8BF weights also, and a44-36 helix if any of these will help please advise.
 

put a weaker rate spring in it or smaller rollers. The rollers will make it shift harder through the whole range.
 
New belt & a 51/43 helix will be 8500 rpm smack dab on!
 
Run 4.5 gram rivets in both holes & a 51/43 helix. I haave clutched a crapload of 700,s like this & they all run 84-8500 rpm all day long. If you are still overreving you probable have some mis aligned clutches or short centre to centre.
