Did the washer removal for belt height job and now running on a stand it looks like the bolt is a little wonky. Never noticed it sort of wobbles. normal or do I have it off centre?
If it's off centre and wobbly the threads are likely messed up, I'd pull the bolt off and check it and the jackshaft threads over very closely.
did you get the collar back on over the bolt? shim washers correctly centered over the collar?
you may have a couple different sized shim washers. some fit over the collar, some dont. almost sounds like your bolt is good but your washers are askew.
