When do Power Valves Open?

I went on a 120km ride yesterday and burned an entire tank of gas. I noticed it kind of bogged around 5000 rpm but would keep going all the way to 8500 if I pushed it. Still had it up to about 130km. My wife rides an SRX and went through a quarter tank and I finished a whole tank. I also noticed my dash flashing a code (7 flashes). It didn't do it all the time only at high speeds and when coming down to idle. I put it up on the stand and reved it up and I didn't see the servo moving. When are the power valves supposed to open? Would my gas milage be affected this much if my power valves didn't open?

Any input?
 

thats the servo motor lock code, so its either adjusted too tight, or the wire has rubbed thru and grounding out on chassis. sound slike from your description its stuck open as it will be more doggy down low but still allow you to reach 8500rpm.
 
I adjusted to 2.5mm at full open as recommended. Idled it down low to 900rpm, hit kill switch, marked servo, then adjust to 2.5. The wires barley seem tight at full open....I looked for rub through and don't see anything. The servo still moves when it idles below 1000 rpm.
 
Would malfunctioning power valves affect fuel economy to the tune of me getting 7 miles to the gallon on my unpiped viper? Or am I dealing with two issues here?
 
So I idled my sled below 1000rpm. The servo appears to work properly and turn counter clockwise (going full open). I adjust my power valves as recommended (2.5mm). Then I put it on a stand and rev it to 7000 rpm and the stupid servo doesn't open.... What gives? is my Servo done or is it something else?

check wires going to servo, also check wires down at cdi box for rub thru's
 
I checked the wires going to servo they were good. I got a new servo, I'll throw that in, if I still have a problem I'll check at the CDI. Thanks
