trying to see where the best place is to tap into - to wire in the cord for a heated windsheild? this is on a 94 V Max and does not have an electric start or battery. I was thinking tapping into the grip warmer but then this would only work if the grip warmer is on. so i would like some better options if any.

Blue wire under handlebar pad going to light switch. I think that year the wire is blue with a white stripe if i remember right.
if i use this blue wire under the handle bar, where would i run the ground?
anywhere on the frame would be fine( ie handlebar hoop)

Yup! I used to run mine to just one of the bolts that hold the handlebars still.
