99 MM Jetting question

Help!!!
I have a 99 mountain max 700 with slp pipes, reed notch, and the airbox mod. I ride between 5000 and 7000 feet. I am running 137.5 mains on all three, 60 pilots, fuel screw 2 turns out, 499 q-2 needle jets, stock needle in the second from top with plastic spacers on bottom of clip. My problem is a serious burble off idle and to about 1/4 throttle such as when just cruising at about 15-20 mph, as soon as I get above 1/4 or so it cleans right up and runs great. I have tried the screws at 1 3/4 and 2 1/4 but it stays the same. Please Help!!!! This drives me crazy.

A lot of people have had that same problem, and the fix was to replace your 1.0 air jets with a 0.7

When this burble happens turn the choke 1/2 on. If it gets better you are lean but this burble sounds like you are rich & may have to lower the needles.

I had the idea I might be rich....I am already in the second from the top..do you think I should got to the first clip position or change needles?
