85' Phazer High idle

I recently restored a 1985 phazer, completely rebuilt the clutches, rear skid, body etc... I didnt touch the engine since it was running fine when I got it (rest of the sled was rough, fuel line had caught fire). Anyway, got it all back together now I have a very high idle (3500rpm)

I dont think its a seal or air leak since it didnt have it 2 months ago and it sat in a garage the whole time, I sprayed around the engine with carb cleaner and couldnt hear any change at idle. The plugs are both coming out BLACK and very wet, and even with the high idle, if you give it any throttle it just bogs and will barely get to 5000rpm. I cleaned the carbs twice with no change, I back off my throttle as much as possible and backed the idle stop screw out as far as possible still with a high idle.

Im getting tons of smoke, probably 3 times as much as my vmax 600. The only thing I changed on the engine was the choke cables (old ones were destroyed) I couldnt find stock replacements, but got a set of universals for mikuni butterfly carbs they fit perfect but could this be causing my issue??
 

The reeds looked ok, none were stuck. But I never took them out and measured the bending limit.
 
Did you check the choke?
It seems that would be the problem since that is the only thing that was changed and it is not the original cable. The plungers must bottom out in the bore.
 
Well after the high idle I had a no start issue, turns out the both choke cables had popped off up near the lever, so both plungers had dropped right down. I fixed this and it started but still high idle.I check the throttle cable again and it didnt look tight, but it turns out the end of the cable wasnt seated into its holder and was pulling the throttle valves open a bit.

I have the idle under control now and the choke is working, but only on half choke or off. If I try to pull the choke lever to full choke it snags on something and pops both cables out again. Everything slides in nice, the only thing I could think of is the little springs that put pressure on the plungers are snagging, is there anyway to fix this? Would a tiny amount of grease help or would that just clog the choke?
