you should only need a snap ring plier to remove the bearing from the idler wheel. sounds like you just need the wheels off the shaft to replace the rail. a 3 jaw puller works best to pull the wheel and bearing from the shaft. be careful not to damage the threads on the spindle where the puller pushes. a small washer or nut in between the tip of the puller and spindle works best. if you don't have access to puller you might get lucky and remove the wheel with a couple cracks with a rubber mallet

Tip the skid up on edge and spray some Kroil, Deep Creep. or PB Blaster where the bearing meets the shaft and let set overnight. A heat gun can help as well.
