Keep in mind I am just guessing and in no way shape or form represent any sort of site management but based on your VIP membership and you joined Jan 2013 I assume you signed up for "auto renewal" when you signed up for VIP. Was charge $15?
You set up an auto renew for VIP... it can be cancelled if you go into your Paypal and remove the subscriptions you signed up for...
