Need help - 94 vmax 600 clutches

I have a 94 vmax 500. I put a 94 600 motor and primary clutch in it. Also kept the carbs that go with the 600 motor. Put 20/37 gears. set secondary to a-2 which is stock for 94 vmax 600.

Everything runs great. It accelerates hard. But my max speed is only 88 mi/h revving at 7100. What can I do to bring my revs up? Shouldn't I be revving at 7600? What max speed should a stock 94 vmax 600 be getting?

What is the stock gears that a stock 94 600 be using? Do I have the wrong gears?
 

My helix on has numbers 1-4 and letters a,b,c in the secondary clutch. The number of teeth I have on my gears in my chaincase is 20/37
 
a-2 & 20-37 are correct for 94 vmax 600. Shift rpm is 7650 and seems like you should see +/- 100mph on speedometer depending on conditions.
Disassemble and clean the clutches, make sure all the wear parts are in good shape. Make sure all the jackshaft and driveshaft bearings are good, and that there's nothing binding in the track or rear suspension.
Verify that the carbs are synchronized, and that they are opening all the way at full throttle, and that nothing is blocking the airflow to and thru the airbox.
I'd also verify if the CDI is different between the 500 & 600, if so try to get the CDI from your 600 engine.
