Looks like Bender Hot Rods. Based on your pic (sled being upside down), they work like 03viperguy noted. When you turn the sled right side up , you would slide the blue collar down and turn a full 360deg. There should be a pin in the collar that positively locates in a hole in the washer plate welded to the rod. Before you do any of that though, you may want to reinstall that Allen screw exactly how it was and hope it wasn't holding anything in position that has since moved. I recall a warning in the instructions about not moving or removing that screw, so I always assumed that it located something or held something in place that was very important.

I can't move the blue collar unless I loosen the screw, I they slide the collar back and turned it a few times but it didn't seem to do anything
Are my rods installed upside down???
That screw is supposed to be left in place, no reason to touch it. Locktite it in place and make sure that you can still slide and turn the collar to make adjustments thru the full range.

related. not getting enough transfer. front shock set at 80mm, soft. rear at 90 mm. soft. still not getting enough ski lift. straps are all the way out, ideas?

by the way, the set screw needs blue locktite, and should never be moved. it is a locator for each click. mine were loose from bender, and should be snug, then back off 1/4 turn so they don't drag.
