What are the differences between the suspensions through the years 98 and 02?
Nothing that I'm aware of.
Front or Rear?
Rear: 3 axle wheels 1998, 4 axle wheels 1999-up.
Rear: Transfer rod is shorter on 2000-2002, notice the rear/lower mounting point is forward of the axle wheel, instead of blocked by it.
Rear: 3 axle wheels 1998, 4 axle wheels 1999-up.

Also shock valving is better on the 2000 to 2002 and some of them had dual rate springs in the center shock.
