Started up phazer, temps in the single digits. Didn't let it warm up and about 5 min later sounded like exhaust fell off. Opened hood an noticed it was head gaskets. Easy fix? I think I should have let it warm first , but wonder what you guys think. Thx.

change the gasket and you will be good to go.

You might get lucky and get away with just new head gaskets, check the heads for warping when you remove them.
Head bolts have to be torqued in the proper sequence.
Also check torque again after 2 or 3 heat cycles, Phazer head bolts have been known to loosen after a rebuild.

phazers need the heads torqued every year as they seem to loosen off fairly frequently.
most likely can just retorque the head and it will be ok but new gaskets will not hurt it.

Cousin says new gaskets came in and they are metal. Is it recommended to put them in dry, or does it help to apply a thin bead of permatex gasket maker to them?

Don't use gasket maker, just make sure everything is clean and put them in dry.
