99 Vmax - Headlights dim

I just picked up a 99 Vmax Deluxe 600 triple. The first thing I noted was that the headlight runs very dim - you have to have it on high beam just to get halfway decent light.

Then when you hit the brakes, the light gets brighter.

My first thoughts point me to the voltage regulator, but wanted to know if any of you have experienced similar and have some info for me.
 

Also, looking at parts lists, I see a "Voltage Regulator Assy" and another little box next to it called the "Rectifier & Regulator Assy." What is the latter unit's function?
 
The rectifier converts the AC output of the stator to DC. You might want to check your grounds, it might be possible that the lighting circuit ground is bad and it's getting a good ground in the light circuit when you apply the brakes and the brake light is on. A bad VR will normally allow too high a voltage to the lights burning them out.
 
Thanks YooperWoods. I figured there'd be some ground checking / harness inspection involved. I really don't like electrical issues, almost didn't buy the sled because of it...so I hope I get it cleared up without too much pain.

Where are the ground points on this chassis? Are they up there by the voltage regulator?
