Are you using the same 0-rin that came out of the assembly or are you installing a new one? When I have had that situation, I put the o-ring in a freezer which causes it to shrink (depending on the o-ring material).

It's the one that was in there from the factory. I had to cut a bit off and put a dab of silicone where the ends met.

It was probably swollen due to being in constant contact with the gas. I definitely would nt rely on silicone to make the seal. RTV/silicone will not last with longterm contact with gas, best to replace it with a new one. You can probably get one at an auto parts store, just have to match it up.
