How do I get to the 2 starter mounting screws to remove starter? Remove exhaust, Remove primary clutch either?

Both. Tight but you can reach them.

I can't speak for the viper, but I was able to pull the starter on my mtn Max with the clutch off and didn't touch the exhaust. It was tight, gear wrenches were mandatory but it wasn't impossible.

So far my clutch puller hasn't worked. Noted that hydraulic pressure with water and thread tape work, but would require motor tilted up. As I remember this same procedure with grease will work?

Ya I pulled mine with grease and Teflon. Kinda messy to clean up tho

Load the puller up real good, not with an impact but a ratchet. Leave it to sit overnight loaded up. If it's still on there in the morning give the puller a few raps with a small sledge hammer. An impact will stall before you will load it up nearly as much as you can by hand.

Just tip sled on side and fill clutch hole with water. Lots of tape on puller and it will pop. Plus no mess to clean!
