The bolts that hold the weights on the primary have some play in them and seem to be causing quite a rattle at idle - almost like the new 4-stroke Venture. Previous owner says that's the way they are. Just want to be sure as this guy has turned out to be a bit of a liar. I wonder if another washer might help to settle that down or just get used to it?

Washers might be worn. I'd try new washers or add another used one like you mentioned
