Phazer II low engagment RPMs

I have a 95 Phazer II, clutch engages at around 2500 rpm, looks like it should be at 3300. Shift rpm's are at around 6800. Belt is new, 89L-17641-01-00, both clutches are clean and in good shape. What would cause the engagement rpm to be low? could it be a worn primary spring? What color spring should be in there? thanks
 

Looking in my manual it calls for a green/yellow up to 2000 feet. and gold/pink 2000-6000. I think if the new belt is sitting to high in the 2ndary clutch could cause the sled to creep or engage a little early also???

The sled doesn't creep at all. I found the motor mount bolts on the clutch side are loose, I'm thinking that may be the problem, I'll tighten them up tomorrow and see what happens.
