Shoot outs, tests, ads. Can I upload them here? Will there be legal issues if we make it public?

You can upload both or you can use snip it and cut out the parts you want to post too and paste.

Isn't the space for each member very limited? To like a few megabytes?

You can put them on a Google Drive for free and then make them public and drop in the link or just upload a bunch and see how it goes.
