250 Enticer Cylinder/Head Nuts , Washers, & Specs

So end of last season took the old "80" 250 Enticer across a lake. I have owned it for about the last 150 miles and three years. , long run wide open and it kept dying and finally would not start or run at all. Pulled it over. Sure enough, no compression. Ok, must have melted a piston. Waited until last weekend to open it. To my amazement the head bolt nuts were just loose and there was no real damage. Just waiting for gaskets now. My question is: Are there supposed to be flat washers and maybe lock washers on the head bolt? Mine had none. Just the nuts only. Also what is the recommended torque spec for the head. Any help would be appreciated.
 

1st pass 14.5 ft/lb

2nd pass 18 ft/lb

had this happen on a few other air cools. why every few years i check them with the ratchet.
 
Thanks for the specs. So it is normal for them to only have the nuts on top of the heads, No flat washers or anything else?
