SX Viper 700 High RPM Bog

I picked up a clean 2004 Viper 700 that has SLP Pipes, aftermarket head, and V Force 3 Reeds. Low mile rebuilt motor. Guy I bought it from bought it with mods done and didn't know much about it. Compression is great and runs great except that it has a high rpm bog. From a slow roll or stop it pulls extremely hard and hits 9000rpm like I understand it should, but after gaining speed(25mph+) it will drop down to around 8-8500 rpm and letting off the throttle and hitting it again doesn't seem to change it unless you come to a complete stop. It also doesn't seem to pull like I think it should at higher speeds. I am thinking that there is an issue in the secondary?
I haven't pulled it apart yet.
It does pull hard from a stop every time, starts and runs great minus high speed bog.

I've checked plugs too a few times, the center plug seems to consistently be on the slightly on the white side. Other two look good. Not sure if there is an issue coming there with being too lean? Also, came with BR9EY's and I'm wondering if I should be switching to a BR9ER or something else with the mods? Occasionally, I noticed it also stays at a higher rpm when coming to a stop.
