Belt Deflection Problems

I am trying to set the belt delflection on my 99 MM700 after installing a new belt. The belt is a 8DN. By using the TY Tech area section on belt deflection 101, I have a squeaky belt at idle. With the machine's rear proped up the track does spin freely, but the belt squeaks. To set the deflection as a stated in Deflection 101, I am using two washers on each bolt on the back of the secondary. With the two washers, the belt is a hair above the secondary faces. With only one washer, the belt rides flush with the secondary faces and the belt dose not squeak. The problem with only one washer is that the track will not move by itself or even creep. The center to center is right as is the offset. Again this is with a new Yamaha 8DN belt.

So my question is, which of the two situations above is right or better? Should I just live with the belt squeak if the belt delflection is right? Or should remove a washer, have no squeak and the delflection be off?

Any help anybody can give me is greatly appreciated!!
 
I went through the primary and replaced all worn parts (bushings and washers) and scuffed the face of both clutches with a scotch-brite pad. I have two new 8DN belts and have tried the both of them with the same result, squeaky.
