my 91 phazer has dim lights both high an low beam could it be the voltage regulator?

Could be....An inexpensive place to start....Could also be a short (exposed wire) somewhere in the e-system, but that would probably blow the bulb, eventually...Had a similar problem on an old doo-doo i once had....If that doesn't work, there's an 'electrical' forum you could post to.
