It looks like the arm for the parking brake.

ok because on my sled its disconnected somehow, its not connected to anything and it looks like theres a screw missing from it

look and see where the brake rotor goes thru there should be two arm - if somebody took the parking brake off, I would have thought they'd remove everything to save a little weight there.
