This is the procedure as it is written in my service manual. I also have a 1982 ss440.
1. Remove the fan case cap.
2. Remove the right side spark plug and screw dial guage stand into spark plug hole.
3. Insert dial guage with needle into stand.
4. Rotate magneto flywheel until piston is a T.D.C. Set the zero on dial guage face to line up exactly with the dial guage needle. Tighten set screw on dial guage stand to secure dial guage assembly. Rotate flywheel back and forth to be sure that indicator needle does not go past zero.
5. Starting at T.D.C., rotate flywheel counterclockwise until dial guage reads approximately 3-1/2 needle revolutions B.T.D.C.
6. Slowly turn flywheel clockwise until dial guage reads specified ignition timing. [(1.4 "+" or "-" 0.1mm (0.055 "+" or "-" 0.004 in)] B.T.D.C.
7. Check the marks on flywheel and base for alignment.
If not aligned, adjust ignition timing as follows:
a. Remove the manual starter assembly.
b. Remove the starter pulley and drive fan pulley.
c. Loosen the base set screws and turn the base assembly until mark alignment is achieved.
d. Tighten base set screw.
