The odd time when I lock up the track, the secondary clutch seems to be stuck open, as I have to give it lots of gas, with the belt squeeling, before it will move again. Whats the best way to fix this problem?

Take it off, clean it, inspect the bushings, or just replace them while you have it off. Sounds dirty to me.

also
check the shims on the secondary clutch bolt.... if the secondary is shimmed too tight (no floating on the shaft) it can do just that.... the little bit of floating allows the secondary to self align...
I removed several shims and it sloved it immediately...

Also, take a look at the cam sliders ( three plastic ramps ) they may be worn down or completely gone. They only cost about $1.50 each. Just did this to a friends 94 vmax that was missing two of them, What a difference!!!!!!!!!!!

I agree with fishman, check your cam slider bushings.
