The clutch attached to the motor will spin if the motor is running. It doesn't grab the belt untill the RPM's come up to around 4000. If your sled is creeping, the belt is too tight and is driving off the inside cogs. Because of manufacturing tolerances, belts will be longer or shorter than spec. If you have one on the shorter end, it will squeal/creep. You can adjust the deflection to eliminate/reduce this, although some will say this is the wrong way to go about it and to get a longer belt. Untill you learn some more, this will work just fine. The clutch alignment or center to center distance may be off as well. Do some searching on deflection and squeal.

Is it a brand new belt? Did you clean it before running it?
Scotch pad the belt and the clutches.
And yes, the "smaller" one always spins if the motor is running. This is the Primary Clutch. The larger one, closer to your left knee when on the sled is called the Secondary Clutch. Just some FYI

Is your oil pump cable adj. right????

on the 97 700's oil pumps seem to wear out faster. When these oil pumps wear they go to full stroke as a safety margin. First do the obvious and check the oil pump cable gap to make sure it is within spec. A bigger gap is leaner, less gap is richer. So try adjusting it down with the cable adjustment, and if you can't get it within reason (want 100-125 miles per quart), and if that doesn't work post up on here in the wanted ads for a used oil pump from a newer 700. Hope that helps.

Clutch help
I just replaced the primary spring on my 2000 Vmax 700, it was broke. I had the same symptoms as you describe. It's any easy thing to check/replace.

I think its the cable, the guy who fixed it had to adjust it like that he said to have it not buckling by the throttle so i could get a run on it while we finally had abit of snow lol so Im guessing its stretched
should of waited for him to be home so I could speak to him when I picked it up I guess...lol
but i picked up a new cable, ill let you guys know how it is after that, for some reason I dont think thats the only problem
and I replaced the belt and it seems to be fine, but I noticed another problem, in the deep snow it seems like somethings grinding underneath when its spinning fast, like somethigns slipping?
any ideas?
hopefully thats it for trouble after this, pretty bad for a sled I have about 100km;s on lol
