Another clutch question!?

I have read all the info I can find on overreving, my question is, how high up the primary should the belt ride? I have a 05 600 Venom and it over revs to 9100 and stays there @ WOT. From what i'm reading here and seeing on my clutch, I'm thinking my secondary is too tight therefore preventing it from full shiftout?
Or, do I simply need heaver flyweights?

Do a search on 600 overrev. You will be reading for 2 months. Been done to death on here!
