Chances are your riser is causing your throttle cable to be too tight and is engaging your TORS like mentioned above. To fix this you should loosen the lock nut on the carb rack and then thread down the trottle cable linkage until you have approximately 2-3 mm of free play in the throttle lever.
On another note, if you throttle cable is too tight, you may want to check you oil cable and make sure that it's not pulled out of its adjustment housing. This will cause the system to always dump oil in the engine as if it were wide open.
Once the throttle cable is adjusted as stated above, you should not have to touch your TORS.
