Can I hook up a 12 volt supply to the fuel gauge with out the sled running to check the fuel gauge. Mine reads full all the time but will move if I push down on the float when it is running. I want to try and bend the float arm for a little more accuracy on the gauge.

You should be able to check it with an ohm meter. I had to replace mine (2001 SXR600) as it always read Empty. Turned out that the fuel gauge wears at the pivot point and then the wiper on the rheostat (i.e. the fuel sending unit) loses contact with the wire wound resister. If this is your problem, you can probably bend the wiper to make better contack with the resistor. But it will probably get worse again.
I bought a new sending unit. Not hard to change.
