i'm going to change my top gear to 23, i have a 68l stock chain do i need the 70l when going up one tooth

I would watch out when jumping up to a 23 tooth. I just took a 23 out of my '02 after junking a chaincase bearing, presumably because the chain was a little too tight. With a 23/38 (presuming you didn't change your driven gear size) ratio the chain tensioner is almost useless. Just my $.02.

so change the chain to a 70l

Thats what I would suggest. I didn't bump up chain length though, way better to drop two teeth on the top for hill climbing. Good luck with the 70 link though.
