which coil did you replace?
Did you replace the lighting coil or the ignition coil? Maybe it is your stator that is shot?

Did you replace the lighting coil or the ignition coil? Sounds like too me that your stator is shot. 1 volt to the coil is a far cry from the proper 12 volts that it should be getting. I would replace the stator.

The ignition coil is new
I would use a digital multi meter and check the output of the pulsar coil first,this is down on the engine, inside the flywheel. It should be varible voltage like around 2-3 volts with a pull of the recoil, this sends the voltage to the cdi where its then sent to the ign coil.
