I have a pair of 1990 Sno Sports with similar symptoms of low-end sluggishness. They idle beautiful and once you give it enough throttle to get beyond the lower speed dogginess, they scream right along....it's just unresponsive at lower speeds. They carburetors have been gone through....thoroughly cleaned and properly adjusted.
Anybody have any experience with these machines where you could offer a suggestion of what could be the problem?

I would suggest having the reeds changed myself I would almost bet thats the problem
