Heres the story My Dad's 94 VMAX 600 has a simingly bad fuel gauge. However it has worked for a while on the trails (kicked in but out after several miles) The gauge is not getting any power, His headlight is also somewhat dim, however we took the Voltage reg off my 96 xt and the headlight seems to not dim as much, when we put his on my 96 my light is not dim though and the gauge does work So i assume the Voltage Reg is good. We checked for cotenuity on the brown wire that runs up the hood i believe this is for the fuel gauge. What are some other possibilities. Wires to check etc... Also could it be the stator causing a problem or just a short somewhere.

here's some checks on the fuel sender you can at least do...

I would also pull the unit out of the tank and check for a broken rod or stuck float. The solder joint can also be bad.
