How to adjust a tight steering Vmax?

I have '95 Vmax that is hard to steer. I just bought it this year and have been working out the kinks. The springs are adjusted down(tight) almost all the way, the front straps are as loose as can be, and the back strap is as tight as can be. It steers hard at cruising speed, not just under acceleration. What would be the best set up tp take the weight off the front?
 
ok so your front rear shock is set tight ,the front limiter is let out all the way,the rear shock is set soft,tighten up the rear limiter strap.I agree with adjusting the toe.Line up the track first get a long straight bar and place it beside the track run a bunjie cord across the ski hoops {takes out the play }measure the handle bar ends to a common place on the tunnel eg suspension bolt.Now measure each ski to the straight edge no more than 5mm toe out per ski give her a try
 
The bach strap is tight, the front is loose and both track shocks are set at stiff.I'll try the ski alignment. I just wanted to make sure the suspension was right. Is there a way to adjust the front shocks on this model? Where should that be set?
