does anyone know if this big bore kit would work on a '98 xtc 600 twin?

Will the cylinders fit - Yes.

The reed cages look to be different. I think these are the 6 bolt cages and your 98 is going to be the 4 bolt. The head - which I don't see in the pictures is probably not going to have the temp sensor in it. Or your going to have to have your head machined for the 80 cc overbore.

got an e-mail from bb kit owner and he said it was off a '95 v-max, so it won't work. cylinders and head are different.

It can be made to work if you want to do it. Like I said there are some differences that you have to work out. The cylinders will swap as the bottom ends are the same.

Reed cages are different and the heads have some differences in where the water temp bung is located.
