what is the most accurate way to do it? what compression should a viper have?

I would say a Viper should have around 130 on the Mag and Center cylinder and about 110-120 on the PTO side. The PTO side has less compression on a Viper. Every compression tester can give a different PSI. As far as what's the most accurate way.....I don't know.
Some of the Viper owners will know for sure.
This is just numbers I seem to remember being the most common.

Operating temp,throttle wide open,a good 5-6 pulls..

warm temps, open throttle, 6 pulls, craftsman comp guage,
130 on mag and 132 on center
120 on pto
5,000 miles and motor has never been open
time to replace the original plugs though
