I know I was turning 8500 rpm's so they must have been working. I am going to wrench on it this weekend, so I will let you know what I find.

bad power valve tester
I had the same thing and it was a bad tester. I found by starting it up and lifting up the back and runing it with the cover off the power valve motor ,so you can see the cabile, run it up to 6grand it will start to open and full open at 8grand and it worked find ,I mark it were it was full open and set the valves. latter I had a freind came over and I tryed his tester and it worked fine. so I would try to run it and see if it the tester is OK

as the sleds running turn down the idle speed real low and they should open right up.
play with the connections a few more times - mine did that once

Just want to say thanks to everyone for giving out advice on my problem.
My power valve motor is working fine. I put the exhaust back on, fired it up and dropped the idle under 1000 rpms. The motor pulled the valves wide open and shut the engine down to adjust my valve from there. I recommend this technique to anyone else that is going to do this. This is by far the best way.
