Viper stays under 8000

I just bought an 02 Viper with 1200 miles on it and took it out to find the tach staying in the low 7's. the sled was stored inside a heated office. Any suggestions? Yep, I am newbie but i tried searching.Came up with cleaning carbs and power valves then re evaluating.. any other suggestions?
 
Another way to trouble shoot, and maybe narrow it down to a certain cylinder is to pull 1 spark plug cap off when idleing. Listen to the motor to see how it responds. Replace and try next and so on. You should wear insulated gloves or pull the cap off with a pliers with a insulated handle or be prepared to get a shock. If you don't notice as big a difference in the running of the motor on one particular cylinder, it should be the suspect that something is different with that one.
 
I would say either a plug fouled, carbs are dirty, or a PV pulled through. My first impression would be a plug was fouled...

If you are not mechanically inclined, stop right now!!! Do not touch the sled... Let someone with the know how help you out. There are lots of people on TY, many who may be able to help you first hand. They may live in your area. Just saying in case it may be something out of the ordinary.

another quick way to check if one cylinder isn't firing is feel the exhaust manifold when idling, one will be cooler if it's missing.
