Someone had this posted over on DooTalk, so I figured I'd post it here and see if anyone has any suggestions. I'll pass them along if you do.
"My Buddy's viper will sometime start and run fine, for awhile at least, or it will start and have a surging idle and not rev above 2000 R'S or so. When the sled starts and the idle is erratic you can turn it off and on again, sometimes a couple of times, and eventually it will run decent. If running decent you can ride the sled for a while but the problem will come about sporadically while riding. If you've been riding for a bit usually the sled has to sit for 10 minutes before you can get it to run normally. Also when experiencing the Low rpm condition and try to rev the snowmobile it sound like the plugs are fouled, but we put all new plugs in as part of out trouble shooting efforts. As a side note we cleaned the carbs at the beginning of the season and gutted the air box. Other then the air box the sled is completely stock and has about 1400 miles on it.
Help me fix this yamaha so I have some one to ride with.
Thanks Guys for any help"

Sounds like a TORS (throttle over-ride system) issue. When they cleaned the carbs, they probably put the throttle cable back on too tight. Loosen the throttle cable up a little.
