try to know if u loose alots of hp with a power valve cable broke ....against my friend srx 2002 no one goes in front .... i think i will have a little suprise next time 
When one cyl does not perform at peak it drags the other down with it. So I'd guess 5-10% (approx 10 HP).

Really depends on where the valve is sitting.. If it is stuck in open position peak HP will not be affected but you will have a loss of low end power, if stuck closed great low end and peak suffers.. Seen them stuck both ways!!
then i guess my ported motor minus a cable is not that bad i still can be side by side with a stock motor only clutch srx
As jabber suggested, I'd force it so that it is wide open all the time and take the low end performance loss over the top end loss.
