95 vmax 600 2-up no top end??

Just got my 2-up running. Never road one before and am just wondering if they were geared for toque? Seems to pull o.k. to 60mph but then seems to slow up and tops out at like 70-80mph. Is this normal? What's the best way to improve it? Thanks.

i have 96 dx 2up

fastest I had it was 65..I dont dare go any faster then this, as very hard to control at higher speeds, infact hard to control over 40...
