Well I got shafted out of my BLT kit that I listed on ebay. A guy or I suspect kid bought it from NY. He paid for it pretty quick via paypal and I sent it out to him. He got it and claimed that one of the tie rods where missing. I checked his feedback and it was good so I refunded his money, sent him a free shipping ticket back and submitted a claim to usps. Guess what never heard from him again, he won't take it to the post office to have it inspected, won't answer my phone calls, and ignores all my emails. I called paypal and they said sorry we don't have any seller protection. Ebay's only recourse is non paying bidder, I can not even give him bad feedback.
So I have analyzed where I went wrong. First I probably should have demanded the parts back before the refund. But here is the real lesson. Do not use the refund button on paypal. It draws directly from your bank account electronically and you can not stop payment on an electronic transfer. If you want to refund the money send the money back as if you are paying for something. This way if it does not come back you can file a paypal claim because technically you are buying it back and when you do send the money back draw it from your credit card. This way you call the credit card company and complain they charge paypal which pisses them off and they actually do something. Usually they draw the money back weasle instantly and you now have your money. Rather then being screwed in my case!
